To be fair I don't think that's the case. At the time of the incident the TO concerned finished the job they were on (clearing a live lane breakdown I believe), and it wasn't until some time afterwards that the severity of the incident was realised. More a case of not much to talk about in the first...

I think DRC are operating single crews, because they always have in certain circumstances, just as they did prior to being HATOs. Wether there's any more to it than that I don't know..

I don't think it's so much about enforcing procedures as such. TMs should actively challenge people's DRAs, rather than the methods they have employed. Just because you've "DRA'd it" doesn't mean you're right. Too often people see their DRA as a catch all, do what you like card. TMs should be asking...
