2004 and Traffic Officers and TOVs were launched onto Britains's motorways, but where? how? and what was it like?
can anybody comment on the first day, the first week, the original outstations?

Finer detail than this would be great - was anybody a T.O 2004 - 2005?Highways Agency Traffic Officers (HATOs) began working alongside police on motorways in the West Midlands. The roll out of traffic officers was completed on 18 July 2006 and they now cover all of the motorway network within England, i.e. that which is owned or managed by the Highways Agency, and some of the All-Purpose Trunk Road (APTR) network.

What this site needs is a standalone well written A4 page, to describe in loving detail when the TOS began, perhaps why it began but certainly how it began. The people who started the TOS, the original T.Os, the original TOVs, the first outstations, can anyone have a go at this?
