SPEECH OF THE YEAR 2015 by Graham Dalton, chief executive of Highways England who one year ago said:

was it all talk ? or did ANYTHING actually change from the year before?

As a member of the public I doubt you will see anything different, as an employee you will see more acronyms, mandatory reads (that can take 20 minutes to appear on the computer at my outstation), changes to anything still or making any kind of decision takes forever.
From where I stand very little has changed.
People are like tea bags you have to put them in hot water to find out how strong they are.
